Any creativityor innovation in organisations leads to growth and achieve new elevations ofsuccess. Today employees are more permitted to think freely and implement newideas and thoughts that benefit the organisation.There is no need to emphasise the importance of creative thinking today, in ourprofessions we will have competitive advantages if we are able to come up withnew ideas. In our personal lives, too, Creative thinking can lead us into newpaths of creative activities. It can enrich our lives – though not always inthe way we expect. It has been further indicated by the literature that creativity is aprocess of thinking and innovations is the action of doing new things. In thecontemporary world creativity and innovations are vital for the survival of theorganizations and to complete with the global competition of change. To bringabout change organizations are in continues process of change or in search ofchange; therefore, it’s very crucial for the organizations to understand changeand to manage change through a proper systematic and innovative way. The main objective ofSHEP is to enhance the capacity of instruction and learning in the governmentUniversities. The main focused areas are Infrastructure, Teaching and LearningFacilities, Professional and Faculty Development, Research and GraduateInstruction, Governance, Curriculum Revision and Material Development, AccessExpansion and Higher Education System and Accreditation and Quality Assurances.One of the creative and innovative process done by SHEP is the partnershipcontracts with the international universities abroad for the national lecturersfrom different faculties and universities under the ministry of highereducation for the Master Degree Program, In year 2008 the top qualification ofthe lecturers in six main universities of Afghanistan were the bachelor gradeand they were teaching bachelor level degree in the Universities, Indeed twelvePartnership contracts have been signed with different world recognizeduniversities, for Engineering Department, English Literature Department andScience Department. In year 2011 one hundred and twenty four lecturers havereturned back to Afghanistan and providing quality lectures in theUniversities. (Unit 01-01.Module Creative innovative Management) (Assessmentcriteria 1.1)Leader ship is the systematic process through which we can influenceindividuals or a team to achieve the organizational mutual goals. In anOrganization, a manager should be a person who has gotten the understanding andskills of understanding and managing change, innovation and creativity. TheManagers should have the talent of influencing others; normally we are alwaysinfluenced by others like, events, places and situations all the time. The jobrequires us to influence others it may look like gaining support from otherslike, persuading other people to become your winner, engaging someone’simaginations, inspiring others and through creating relationships. A healthycombination of interpersonal skills and presentations are the importancefactors to influences others, Influencing is about understanding yourself andthe impact or consequence you have on others, Influencing others is abouthaving confidence and willingness to use the skills in order to make thingshappen properly.pg. 4Influences of the SHEP program director: The director of SHEP runs the wholeprogram where all the employees can feel free and live favorably; He alwaysleads the employees to talk and communicate by arranging meetings for thoseemployees who did not contribute and is afraid to talk. Director alwaysbelieves to work in an open and free environment where everyone can sharehis/her ideas. He is always motivating the employees to come with more creativeand innovative ideas. A vision consists of several long term goals It providesthe opportunities to identify the, what, how and what else type of questionsand make the system to gradually proceed to gain the objectives.SHEP Vision: The Vision is to enhance the capacity of the Ministry of HigherEducation for five more years. SHEP has set this vision statement on the basisof the needs and requirement of the Universities and the concerned departments.SHEP has set many long term strategies in terms of their mission but there isno specific statement set for its mission. SHEP is focusing on making thehigher education system more moderate and to bring quality in higher educationstrategy. SHEP has recruited a number of National and International Experts todesign the new Strategic plan for the five next years. Riskmanagement shelters the activities involved in the planning, monitoring andcontrolling of actions that will address the threats and problems identified,so as to improve the probability of the project achieving its specified aims.The risk analysis and risk management stages must be preserved separately, tosafeguard that decisions are made accurately. Risk analysis and risk managementare consistent and assumed iteratively. The formal recording of information isan important portion in risk analysis and risk management. The documentationprovides the foundation that supports the overall management of risk.pg. 6Risk analysis and Risk management in SHEP According to the new policy, SHEP andMinistry of Higher Education are supposed to convey the autonomy to theprovincial universities in order to implement their procurement activities bytheir own, certain risks have been identified. ï‚· ï‚· ï‚· The provincialuniversities will utilize the funds received through the governmentaccountability department of Ministry of finance. The procurement will be doneby the government employees not SHEP Employees. The lack of knowledge toutilize the funds according to the World Bank guild line and grant agreement.ï‚· Possibilities of miss using funds.SHEP is working on a strategy in order to manage these risks before theimplementations get started. (Unit.02-03, Module: Creative InnovativeManagement) (Assessment Criteria 2.3)Change Models There are two main models for the strategic change, Total QualityManagement and Business Process Transformation. These models can be used forthe improvement of the business or Organization performances. SHEP is seekingopportunities to give energy to all of its Operations in both central andprovincial universities.Initiating – The Initiation was structuring of SHEP Strengthening HigherEducation Program which is the only capacity development project in Ministry ofHigher Education, Afghanistan.Diagnosing – HE Minister of Higher Education has participated in many seminarswith all the departments’ heads and the chancellors of the universities alongwith the SHEP project implementation Unit in order to implement creativity inthe ministry. The main purposes were to focuses on the risks and come over tothe risks.pg. 7Establishing – From last 6 years SHEP has achieved most of its objectivesaccording to the grant agreement of the World Bank and it is now very clear forSHEP that effective utilization of the budget and to implement the action planfor the next five years.Acting – SHEP has recruited a number of National and International Expertise todesign and manage the new strategic plan for the Ministry of Higher Education.Leveraging – SHEP is planning to conduct an international training for theemployees, concentrating on the World Bank’s project procurement guideline andthe Operations Management manual in July 2013. An organization will gain many boundless benefits fromthe implementation and adoption of innovative approaches to management, whichcan bring increases in sales revenue and term profitability. It’s most likelybenefits include, first to market, premium prices, increase market share,increase shareholder return, enhance employee motivation and moral and itimproves the system and its processes. SHEP and its influences on stakeholdersThe satisfaction of the donors for the development projects in governmentsector could be achieved when the percentage of the project funds utilizationgets higher; in the meantime the ministry of higher education is responsive tothe parliament for the proper and higher utilization of annual budget. In year2010 the leadership of SHEP has arranged several professional and practicaltrainings and workshops for their employees to enhance their capacity in orderto bring improvements in the day to day operations to achieve the budgetutilization target, finally SHEP had utilized 89% of the annual budget and an(additional financing) grant for $20 Million has been granted by the World bankthrough ministry of financepg. 8to support six additional universities in Afghanistan. The managementof SHEP is working to design a new strategic plan for the next five yearsfunding for the ministry of higher education, the priorities for SHEP are torecruit professional expertise with the relevant experiences in strategicplanning, In order to meet the World Bank and Ministry Of Finance’s strategicmanagement standards. SHEP should arrange several professional meetings withWorld Bank and the Ministry Of Finance to overcome the strategic planning. Themain priorities are to establish an update curriculum revision system for theministry of higher education and to best facilitates the Quality AssuranceSystem and to make a proper planning for the new partnership programs for PhDsin abroad. This could be a good competition between the development projects ofthe ministry of finance and the World Bank. (Self-Explanation, AssessmentCriteria 3.3)4: Be able to plan to overcome barriers to implementation of creative andinnovative management ideas in an organization Obstacles and Barriers toInnovation In an organization there are some elements which always stop theinnovation; those are called barriers, such as political, bureaucratic andresource barriers. Political- Common issues which arises over innovation asresult of control measures applied on business that have the result of limitingchances for innovation.pg. 10Bureaucratic –Extreme demand for procedures to be followed and to bringtransparency in the accountability which has run to the growth of strata basedon red tape which result barriers to the free creativity and Innovation.Resources – Limitations on obtainable resources can provide an insuperableObstacle for many projects. SHEP Barriers As the project is going to be closedon 30th June 2013, the leadership had assigned a special task team to completeseveral contracts within two months to achieve the target. A new action planhas been designed by the ministry; however certain conflicts occurred betweenthe policy planning directorate and general administration and financedirectorate while allocating the budget to different activities which hascaused barriers to the completion of activities. (Unit.04-01, Module: Creativeinnovative Management) (Assessment Criteria 4.1)In order to overcome barriers a strategy can be made based on the barrier’snature which includes, non-confrontational agreeable and non-assertive,confrontational, assertive and aggressive, aggressive but also cooperative andAssertive and cooperative string respect for mutual support by problem solving.The Leadership of SHEP and ministry of higher education is following the goodleadership strategy since many years through which they motivates the employeesto be more innovative and creative. Finally HE minister of higher educationsolved the conflict raised between the directorates of policy planning andfinance and administration by arranging separate official meetings with bothdirectors and it has been cleared to both that the conflict existed, in themeantime an alternative solutions were offered to them by HE minister of highereducation through which both the directors have agreed and started implementingthe action plan. Change Curve theory Denial, Resistance, Commitment andExploration (Unit.04-01, Module: Creative innovative Management)(AssessmentCriteria 4.2)Strategic plan is made on the basis of sharing and discussions with the allstakeholders. This plan will also include the expected outcomes, the processesand the actions to be taken; pg. 11therefore, it ensures the clear targets to be achieved in a specific timeframe. Achieving the target within the specified time or failure to achieve thetargets will give further steps to be taken. Furthermore, strategic plan mustbe inclusive of all the aims and goals to be achieved, the indicators to gainsuccess following the identified steps.A new board of directors has been assigned by HE minister of higher educationin order to work on the strategy plan to overcome barriers. The strategy mainlyfocuses on the Management skills, Organization culture, Leadership and theOrganization Innovation. The Ministry of Higher Education believes that theycan overcome barriers after the successes of the mentioned strategy.(Self-Explanation)(4.3)Managers communicate the strategic plans with the stakeholders through differentactivities, monitoring and research. The mentioned activities in the form ofreports will be communicated with the stakeholders on monthly, quarterly andyearly basis and feedbacks will be taken for further steps to be taken. TheWorld Bank has its own scheduled missions which can be conducted on quarterlybasis in order to evaluate the project performances. During the mission severalofficial meetings are being arranged between the Ministry Of Higher Education,World Bank, 12 partner universities and the Ministry Of Finance. During themission every department is accountable to give a proper presentation on allthe achievements and challenges faced in the past and the risks which willcause barriers to the project’s innovation in the future, the delegation teamfinds out the solution in order to develop proper strategies to avoid furtherbarriers to overcome the objectives.
